Raf served in senior roles at NESC Technical Institute (NESC-TI) in Trinidad & Tobago before joining the Red Deer Polytechnic in April 2025. In the portfolio of Vice President Student Services (NESC-TI) at NESC-TI Raf had direct oversight of Six (6) Campuses, the Curriculum & Teaching Department, Student Affairs Department, Quality & Registry Department, as well as Facilities Engineering Department. Throughout his career Raf has maintained focussed on being a catalyst for the implementation of innovative leadership strategies adapting the institution’s approach to become Student Centred and Industry Focussed toward the realization of the vision of becoming the Premier Training Institution.

Raf completed a Master’s in Human Resources Management (MHRM), with specialization in Training Development at the University of the West Indies (UWI) and the Advanced Management for Training with focus on Technical Competency Development at the ICON Institute in Aachen Germany. His focus shifted to Quality Management having successfully attained professional designations from the American Society for Quality (ASQ) in Management of Organizational Excellence (CMQ/OE) and Certified Quality Engineering (CQE). By leveraging this unique combination of training and experience, Raf led the NESC-TI to attain International Certification for its Quality Management System under the International Organization for Standardization (ISO) and Institutional Accreditation under the Accreditation Council of Trinidad and Tobago (ACTT).

As Dean, Donald School of Business Raf is focused on maintaining a learner-centred culture that empowers Faculty, Staff and Students to realize their full potential through Lifelong learning experiences that fosters innovative thinking and an entrepreneurial mindset.
